DCS has been leading for years LSI approach to fulfil the need for Military customers for new capabilities to perform their mission. Effectiveness is no longer a question of how many assets are deployed in the battlefield but rather on the most efficient combined use of all resources to deliver the right response to a mission on time. These new concepts, such as Network Centric Operation or Information Centric Warfare, and the skills and competences acquired during the last decade for Defence together with secure communications networks are key for the success of large security projects.
The Security activity within DCS represents 1 420 employees, a turnover of 613 Millions € in 2007 and a backlog of about 1.330 Millions €.
The Global Security Line of Business provides fully integrated modular solutions to protect people and territories and, more precisely, capabilities that not only offer better prevention and protection measures, but also help in the rebuilding process in the event of man-made or natural.
Crisis situations can arise from very different sources (terrorism, natural disasters, industrial hazards …) and on very different scales (from local to national or even trans-national causes or impact). In all cases, the state must provide quick and effective relief to the population. The varying nature of the causes and the various security organisations involved demand an integrated solution taking into account the necessity to share information and decision-making at the right level. EADS DS delivers security equipment, technologies, systems and platforms for operational superiority. -.
Global Security is developing five business segments: “Border Security”, “Maritime Security”, “Crisis and Emergency Response”, “Critical Infrastructure Protection” and ”Protection of Population”. The following capability portfolio description is supplemented by some EADS DS reference projects and ongoing campaigns in these areas.
Border Security
Intensified cross border Globalisation is accompanied by intensified cross-border flows of persons and goods. Flows of people and goods must be controlled and illegal movements should be stopped/refrained, while facilitating lawful travel and trade.
Although international exchange is a vital economic necessity, a lack of sufficient control can be a deadly threat to domestic security. Criminal and terrorist activities do not stop at national borders.
Therefore, comprehensive border surveillance and control – balancing economic and security requirements – are key components of a country’s global protection. Main missions reside in:

• at checkpoints (roads, railways, ports and airports): control of documents and movements of persons and materials, into and out of a country; • surveillance of land borders for fighting against terrorism, illegal migration and criminality. • Identity Management to stop criminals, terrorists or contraband at the borders. Innovative biometric identity documents (e-passports; e-IDCards; e-visas etc.) as well as automated authentication and identification devices and requires the thorough balancing of personal liberties and security constraints.
The contract concluded between Romania and EADS DS in August 2004 is for the delivery of an integrated system for monitoring and securing the entire Romanian border. This comprehensive solution enables Romania to meet the increased EU security requirements. The handover of the first site of the back-up IT system at the end of 2006 marked the start of operational deliveries of the € 240-million contract. Completion of the project is currently planned for December 2010.
Maritime Security
More than 80% of worldwide trade is conducted by means of water transport. Therefore Maritime Security can be summarised by the objective of 'policing the seas,'. with the Business Unit thus offering services ranging from traditional coastal surveillance and control to all-inclusive and comprehensive security not only in the immediate coastal regions but as far as the EEZ (Exclusive Economic Zone). This includes ports and harbours, refineries, offshore oil-platforms, gas pipelines, container facilities, etc.
In 2007, EADS DS has been awarded the contract to supply and implement the National Security Shield project for the State of Qatar. The volume of the contract is €240 million and the project will be implemented in approximately three years. The National Security Shield project aims to provide a comprehensive system to achieve a secure environment concurrent with the economical, industrial and human development in the State of Qatar. This system is a comprehensive surveillance and protection network consisting of several state-of-the-art electronic surveillance stations distributed over the coastline, territorial waters, Exclusive Economic Zone (EEZ) and the land border. The system will also include several layers of command and control centres interconnected both with each other and with all the surveillance stations. Training and support facilities will ensure the efficiency of the operators through an extensive training and simulation programme.
In November 2007, EADS Defence & Security (DS) has been awarded a major contract by the Tanger Mediterranean Special Agency (TMSA) of Morocco to provide an integrated maritime security system for the brand new port Tanger Med. Thanks to this state-of-the-art port security system, Tanger Med will reach the best levels of security to go far beyond the requirements of the International Ship and Port Facility Security (ISPS) code and the European Directive 65/2005.
Crisis and emergency response
Coordinated and integrated emergency management during man-made or natural disasters can help save lives. Therefore, it is essential to improve adequate prevention, preparedness and warning procedures and solutions. EADS DS solutions provide effective emergency management measures, including shared process designs and action plans for a collaborative response. In addition, the integration and upgrade of various warning systems – such as stationary or mobile sensors – ensures a higher standard of security. Based on these advanced EADS DS technologies, emergency action plans and rapid crisis-response measures can be implemented.

EADS DS has been selected to supply a resilient control room system that will enable England’s Fire and Rescue Services (FRS) to provide a common national response capability for the first time. Instead of the 46 local unlinked control rooms, the FiReControl project will create nine networked Regional Control Centres in England to increase national resilience. The idea is that the nine regional centres will use common state-of-the-art technology, systems, processes and methods. They will all be organised the same way and staff will be trained on a national basis. They will also function as a network, organised in such a way that if one of the regional centres fails for any reason, the others can take over and be able to provide information on site risks and manner of proceeding directly to the fire-fighters' vehicles. The centres will be equipped with geographical information systems so that the teams can pinpoint the availability and status of the resources which are most appropriate and nearest to the emergency site and be able to precisely locate callers and incidents. The system, which is scheduled to be operational before the 2012 London Olympics, will provide unprecedented capability to respond to large-scale incidents such as industrial accidents, terrorist attacks and environmental disasters, offering greater protection to fire-fighters and the public.
Critical Infrastructure Protection
There is a growing market for Critical Infrastructure Protection for energy facilities, oil and gas refineries as well as offshore platforms or pipelines, nuclear power plants and water reservoirs. Here, the objective is to ensure an adequate and necessary level of security while at the same time maintaining economic operability. Reference projects include securing military facilities in Germany (26 major projects in Germany), EADS DS construction sites in Spain (Seville) and other critical infrastructure such as the Euro Repository of the German Central Bank.
Protection of Population
The security of national populations has attained new dimensions of urgency and comprehensiveness.
It is one of the key missions of Global Security to mitigate the potentially harmful human and economic consequences of disasters in densely populated areas or in public transportation during the day-to-day life: Urban Security, or during special time frame: Large Event Security.
Therefore, main missions of the different stakeholders involved in public safety cover:
• Police: protection of persons and property, public order, fight against criminality and terrorism, surveillance of mass transportation and sensitive areas (urban areas, malls, rail stations and road traffic hotspots) ; Criminal investigation department ; Intelligence. • Emergency services: Fire Brigades and Medical Services. Preparedness and response to natural disaster, industrial incident and bomb disposal. • Cooperation between governmental agencies.
EADS DS has developed the multilingual central database of criminality and money fake in Europe for EUROPOL (Organisation empowered by the European Union for the Police related actions). EADS DS was in charge of the design, development, integration and implementation and maintenance. The system, managing information in 11 European languages, is located in 15 countries and in EUROPOL premises in la Haye.
The objective of Large Event Security is to ensure a high security level while at the same time enabling the smooth cause of events, e.g. Olympic Games, World Soccer Championships, and G-8 Meetings. Our solutions include the complex variety of security management of participants, visitors and VIPs. With outstanding success EADS DS has delivered a TETRA network and a complete Operation & Maintenance service for the Winter Olympic Games in Turin. The Turin Olympic Organisation Committee expressed in a letter to EADS DS its compliments for the reliability of the system, the quality of the service and the professionalism of the team. Turin Winter Olympics is continuation for EADS success in providing mission critical communication solutions for major events. In August 2005 EADS TETRA was used in IAAF World Championship Games in Athletics. Similarly, EADS TETRA has been chosen for the 15th Asian Games, which was held in December 2006 in Qatar. |
