Solutions and Technologies to Enhance Indian National Security by Raytheon, USA

Fully understanding the unique security challenges of any nation is vital to defining a strategy to prevent and mitigate attacks without impeding legitimate trade, travel, or privacy. For India, that process would begin with an in-depth analysis to identify and define all of the interdependencies of threats and vulnerabilities.
Security agencies need a complete set of integrated solutions provided by an integrated team that includes security consultants, system architects, modeling and simulation services and engineering support. The goal has to the design of operational plans that are holistic in nature and use the right mix of strategy, policy, human resources, processes, technology – sensors and software – and tactical infrastructure.
For Raytheon, we’ve boiled this down to what is essentially an eight-step process:
Predict…Detect…Identify…Classify…Deter…Delay…Respond…Resolve
Predict The ability to predict a threat is the immediate product of a broad array of intelligence collection, analysis, and rapid information dissemination. Even relatively minute shreds of information, when systematically linked, can automatically expose large security threats and enable the repositioning of assets. Since information overload and organizational silos can mask impending threats, Raytheon helps our customers define new collection procedures, integrate information “fusion centers” along with intelligence and national data-sharing systems, to reveal threats in a timely way.
• Automated analytical and risk assessment tools are major components of Raytheon’s e-Borders program for the United Kingdom Border Agency, enabling immigration officials to determine a precise risk represented by a person applying for entry who is not on a watch-list. • Raytheon’s N-DEx system for the United States Federal Bureau of Investigation helps the FBI and multiple law enforcement agencies share information. • The Houston Police Department relies on Raytheon fusion tools to mine data, from open source and police data bases, to reveal associations between people of interest, locations and events.
Detect…Identify…Classify Persistent surveillance is required from an integrated system of sensors-on the ground, in the ground, in the air, and above and below bodies of water-to detect, identify and classify threats. The ultimate objective is to provide decision makers with a maximum response time by “pushing out” the perimeter through analysis and correlation of information provided by sensors.
• Through the “US Visit” program, Raytheon developed and maintains the world’s largest biometrics data base, containing information on more than 100 million people. This allows the United States to use real-time biometrics to verify the identity of all foreign nationals entering the nation and provides a powerful deterrent to those trying to enter illegally. • Raytheon leverages advanced simulation to design persistent surveillance for each threat area using the most cost effective mix of sensors. • Sensor information is correlated to eliminate false alarms and present real threats to operators via sophisticated command and control systems (C2). • With available Blue Force Tracking, Raytheon’s C2 system can provide comprehensive decision support, including the best available response given the type of threat, its location and the availability of assets.
Deter and Delay Security agencies must urgently deter and delay attackers until available response forces can further confront them.
• Raytheon supplements tactical infrastructure, such as personnel and vehicle barriers, with non-lethal weapons, such as its trademarked Silent Guardian directed energy (laser) beam that is too painful for any human to traverse. • Raytheon’s Banshee system uses sound waves to disrupt a persons’ equilibrium, thereby rendering them temporarily incapacitated. • Our Vehicle Stopper technology remotely disrupts the electronics of a vehicle to render it inoperable.
Respond Raytheon surveillance systems make it easier to respond to potential threats.
• Our Marine Small Target Tracker is capable of detecting raft-sized crafts out to 25 miles. • Raytheon is continuously increasing our detection capabilities of small speed boats to more then 50 miles from the shore, and large ships as far out as 225 miles from the shore. • Seeing farther out, and classifying threats earlier, provides Raytheon customers in Asia, Africa, Europe, and North America with more vital time to respond.
Resolve Intelligent video systems within urban, transit, and critical infrastructure environments alert security forces to irregularities, from left-behind packages, to crowd formation, to actual crimes in progress. Such systems enable rapid forensic analysis and equip investigators with data to avert or resolve an attack.
• Raytheon is developing a Perimeter Intrusion Detection System, which leverages state-of-the-art smart sensor technology, for the Port Authority of New York & New Jersey for use at the Kennedy, LaGuardia and Newark airports.
Whether through consultative services, state-of-the-art technology or world-class mission systems integration, Raytheon’s mission objectives are to create a more secure environment for our customers worldwide. Our integrated approach has enhanced security, leveraging available resources, for our customers around the world.
