Concepts, Systems and Products By IAI in Homeland Security
Israel Aerospace Industries (IAI), the largest industrial company in Israel and a worldwide leader in its field, offers systems and products to address homeland security requirements and provide land, sea, and air-based solutions.

ELTA implements its own products and systems, as well as those of other IAI divisions and complementary subsystems supplied by subcontractors.
IAI's central focus in its homeland security systems and technologies is to assist in the struggle against terrorism and crime. Countering an incident is divided into several stages: 1. Threat detection and identification 2. Decision of how to counter the threat 3. Law enforcement unit(s) sent to deter the threat and accomplish the mission. 4. Debriefing, as learning process.
No single surveillance system, implemented for protection, is impenetrable. IAI/ELTA Systems developed the Protect-Ring Concept in which critical assets must be protected by several surveillance and security rings. Multi-tier, multi-dimension surveillance systems, with overlapping coverage, and sets of intelligent rules, reduce significantly the probability of an intrusion, and increase the probability of deterring the intrusion and minimizing its collateral damages.
Real-time Situation Awareness Picture is one of the key elements of preventing a terrorist attack.
IAI's "Urban-Int", an Urban Intelligence and Security System, raises warning flags upon detection of suspicious occurrences and events, allowing the decision makers to take preventive measures whenever necessary. This system expedites the decision making and increases the mission success probability.
IAI's "4C", a Command and Control system deployed worldwide, governs the operation of multiple sensors. 4C is the situation awareness picture generator for the Urban-Int City Security system, for the Transportation security systems, and for the border and coastal protection systems.
The prevention of potential ground attacks is supported by ground surveillance systems. Radars, for instance, are a crucially important tool in ground surveillance, as they provide continuous tracking over an area and are the only surveillance technology that continues to provide results even in bad weather conditions, such as fog and rain.
IAI's Combo-Poles, an off-the-shelf, cost-effective system, include radars as one of their main sensors. The Combo Pole, operated from a PC through a Local Area Network (LAN), combines radars with day and night cameras and is very easy to install. Some of the Combo Poles carry TAMAM Division's Plug-In Optronic Payload (POP), day and night, electro-optical payloads. long with ground surveillance, airborne systems provide complementary data for a real-time situation awareness picture. Electro-optical cameras, with day and night capabilities and surface surveillance radars, can also be mounted on IAI's aerostat systems or on several of its UAVs.
Another IAI software product designed to provide a real time situation awareness picture during both an emergency situation and on an everyday basis is the "MC4" Situation Room Command and Control System, produced by IAI's MLM Division. MC4 features several operational categories: 1. Planning, including mission and alert planning strategy 2. Mission management support, providing real time situation awareness, operations log and field files 3. Operational control, for mission control, terrain analysis, and friendly forces communications 4. Debriefing capabilities, with continuous event recording, analysis and action reports.
In the event that a terrorist attack does occur, the management of one's own forces, and fast reaction time for intrusion pursuit and apprehension, is crucial. IAI offers several solutions to deal with these challenges.
The Guardium – an Autonomous Unmanned Security Ground Vehicle (UGV), produced by G-NIUS, an IAI- Elbit joint venture, continuously patrols, surveys, and reports on specific areas, minimizing required law enforcement manpower and reducing personnel exposure to unnecessary risks. Guardium can be deployed to engage and pursue intruders until friendly forces arrive to intercept the threat.
IAI/ELTA Systems' EL/M- 2106 is a tactical 3D Air Surveillance Radar especially suited for the detection of low flying aircraft and UAVs, and is implemented also for border protection. IAI/ELTA Systems also produces an advanced coastal surveillance radar family, which includes the EL/M-2226. These radars are able to detect the smallest vessels, including rafts and dinghies, even in rough seas and close to shore.
Transportation security is a central issue with regard to terrorist threats. IAI/ELTA Systems’ airport security systems are currently deployed in major international airports worldwide as airports are prime targets for terrorists. IAI's railroad security systems address railway security needs at an affordable cost, adjusted to railroad budgets.
Harbor security is also a focus of IAI's systems, which comply with ISO 28000, the chief international standard covering port security.
In addition to "4C", IAI offers the Super Dvora, a multi-mission fast patrol and attack boat, designed for interdiction, interception and law enforcement. The Super Dvora, manufactured by the IAI/RAMTA division, has been sold to many coast guard forces and navies worldwide.
